True that volume is not a conserved quantity and more is needed to start. Wrong in thinking that this is due to heat.

To start with we have pure ethanol: C2H6O

In order to make this in to 2L we need to add some classic H2O

C2H6O + H2O

By using Grant's Law of Conservation of Food as clearly stated in book 7, we can determine that ethanol has 3 letters and water has 2, as a result, we have a 3:2 molar mass ratio. However this is where many people go wrong, they typically forget to add the molar mass with the overall molarity of the ethanol solution. Which is ~46g.

So in 2L, we get a 3:2 ratio, with an added amount of 46g.

So we actually end up with 92g OVER 2L, in order to actually amount to 2L in the end.

So it becomes 40% of 2L + 46g of H2O PLUS 60% of 2L + 46g of ethanol.

That was a pain, but not incredibly difficult, got any more?

Is it due to the fact that some is give off as O2 or CO or something like that

No. It's due to the geometry of the molecules. They become closer together when concentrations are around 1:1.

Nobody got the answer, you'd all fail miserably working at a distillery.

First, to clarify:
The density of pure ethanol at 293.15 K is 789.24 g/L.
The density of pure water at 293.15 K is 998.20 g/L.

Working at 293.15 K: If you take 789.24 g of ethanol and put it in a beaker, it will consume 1 L of volume. If you take 998.20 g of water and put it in a beaker it will consume 1L of volume. But when you combine them the final solution actually consumes less than 2 L of volume. This is a problem because the definition of ABV is (volume of ethanol)/(total volume of solution).

In fact the way to work this out is to do an experiment or use an empirical table drawn up by someone who already did the experiment. Simply add 1L of pure ethanol to a container then continue to fill with water until you reach a 2L volume. This is strictly 50% ABV.

Here was the answer:
1071.04 g water (1.07 L)
789.24 g ethanol (1.00 L)

Combined make a total of exactly 2.00 L. There is a 70 ml shrinkage of the volume due to the above mentioned effects.
