I still don't think you understand my point. The individual that gets lured is aware that the wilderness is a dangerous place where it is legal and allowed to kill someone for their own gain. Knowing this, they still enter the wilderness out of their own free will along with their valuable items/cash. My point is that they choose to ignore the dangers of a part of the game implemented by Jagex themselves, the wilderness, where it is perfectly acceptable to kill someone for their own benefit. They choose to ignore the dangers of this part of the game.. and that stems from their own greed.
I hope you now understand how luring and scamming are nowhere near the same thing and why Jagex themselves have chosen to not make luring bannable.
Not everyone, who gets lured, knows they are entering the wilderness.
SURE THERE IS A DITCH AND A WARNING SCREEN.
People who post on sythe, always get infracted for posting stuff against the rules. Why? They don't bother reading the rules, or just pass through the warning posts not caring or not even noticing it's against the rules.
Entering the wild when you're lured, some people just don't even notice it, or don't get phased by the signs.
Just like people getting scammed by "Too good to be true" scammers.
