    I voted yes because luring to me is exactly like scamming. In a sense luring on Rs is an offsite scam since ur scamming on another site so that's my view point

    I think Folt put it nicely. The abuse of those glitches were fueled by the desire of making money rather than targeting a specific individuals.

    I'm assuming there were conflicting stands on luring in the past, but this is taken from the official website: "luring is a term that is most often used to describe a player deceiving another player by leading them into dangerous combat zones such as the wilderness, clan wars red-portal and also making a dangerous clan fight within the purple portal." Where does it say that it is only restricted to wilderness lures? It says dangerous combat zones SUCH as the wilderness, not ONLY the wilderness. And, this is taken from the RuneScape Wiki: "On 29 March, 2007, Jagex updated Rule 2 to make "luring someone into the wilderness under false pretenses a bannable offence."" This is backed up by the official website which also states "luring is considered an undesirable player behaviour and is therefore reported as "scamming."" Why would they have stated all of this if they just "frowned upon" luring and would never enforce it?

    Yep, they don't enforce it. What I said was recent, J-mods have brought the issue up when popular live streamers on RS were found in lures/caught/victim of lures.

    Because a majority of people on Sythe still disagree with the decision made 9000 times ago or whatever.

    IMO, luring should be a bannable offence on Sythe.

    No it isn't. Scamming involves a broken contract. Luring does not (or at least does need to).

    Luring, for the most part, is making someone think they can trust you and building a false sense of security; then stealing their bank. Just like scamming anything else.

    How is that not just a part of a multiplayer game?

    Edit: I'd build trust and betray people in any RTS out there. It is a part of the gameplay.

    It may be, but we have a no-scam policy and that in my eyes is stealing, shows the same traits as any other scammer on Sythe and shouldn't be allowed/encouraged here.

    Once when I first started runescape, someone convinced me to follow them into the wilderness. They pked me and I lost my steel 2h. I was pissed. Was this scamming? No. Was it luring? Yes. Whose fault was it? Mine. Luring, although immoral, is not scamming.
