Members who are total vaders, had multiple scam reports etc should not be a part of the community and should be permanently banned.

It is like saying that we should give murderer a fine to pay instead of putting him into a prison because he is so clever that he will escape it anyways. DNT should not be given to bad people, bad people should be permanently banned. DNT is for people who are good, but are banned or for those who might be good members and/or had a change of character (for example a person who is close to getting pardoned, but has to repay and has a decent reason why he didn't already). DNT should be given to those who have a chance to come back to the community (even if it is a very slim chance). However, if there is no chance - permanent ban is the solution and there should be no questions about that (bad guys should not be a part of the community and by letting them back even with DNT you are walking on a thin ice). Who cares what that permanently banned person will do, will he vade or not, you should not be afraid of vaders and should not give them anything (that's what we have staff for).
