    I'd say the CDT should make an official ruling on this as they are the ones who provide a platform for these events. I think all users should definitely be eligible to play but those with outstanding debts shouldn't be able to win any prizes.

    DNT users not allowed to enter giveaways and competitions
    DNT users are able to participate in competitions; however, they are ineligible to win any prize money/rewards. If they win the competition, the team leading the competition can decide on the split, but none of the proceeds will be directed towards DNT users.

    So, half-accepted.
