Question about bans in Runescape

I remember a few years back you could appeal bans on accounts for Macroing, and you would have to wait 2-4 years at a minimum before your appeal got pretty much automatically accepted. Has this changed in any meaningful way?

I recently tried to unban an account that got banned for botting 3 years ago, and the appeal got rejected. With no option to re-appeal, is this account permanently toast?

Correct me if I'm wrong but with the older system you could appeal an account as many times as you wanted to, and only if the account had reached that 3-4 year threshold accs would get unbanned - I'm looking for people who can confirm if they have had any similar experience?

 

Curious as well, because I have heard they do eventually relent
