Rares are definitely coming back; it's just a matter of how.

I personally would like those rares come back as a rare drop from killing monsters all across Runescape. A rare chance you will get a rare while doing non-combat skills. That's the fairest for all combatants and skillers.

totally agree , and the odds should be similar to champion scrolls if not more rare. (nothing increases the chance of a champ scroll, not even wealth ring, so it's just a matter of luck.)

If rares were dropped like before it wouldn't make sense. The current rares weren't meant to be rares back then, it just happened.

It might not make them worth all that much, but it REALLY wouldn't make sense to make a discontinued item a continuable drop or reward...that's just wrong.
