[approved] De-regulate Infernal Cape Section - Open For Everyone - Allow Cape Requests

This seems like a common sense suggestion implementation to me.

So far, the few non supporters seem to mostly be those whose businesses have a financial incentive by opposing additional competition. However, competition is generally a good thing for the marketplace and potential customers.

We often preach that Sythe is a “free market.” I don’t agree with an artificial and arbitrary barrier to entry, particularly when we aren’t applying similar rules to other higher risk areas of the forum (IE - ironman servicing, which has had lots of high value and controversial reports and rulings over the years).

To Kyle’s point, we let users make decisions, based upon their own judgement, regarding whether they trust a services, seller, buyer, etc. for the rest of the forum. I don’t see why we should be doing something different here.

I am also always a proponent of education above governance.

Well thought suggestion. I like it the idea of that infernal services is not different from any other services like PvM services, which is also high requirement sometimes, if you ordered ToB Combat Achievements, but that doesn't require 100 vouches or any prerequisite as well. (if someone didn't mention that already).

The difference is near to none, arguably the wealth being at risk with Combat Achievements compared can sometimes be greater or similar to that of an infernal without requiring a prerequisite of whatever.
