I purchased new Level 3 accounts that had never been logged into from @Pikachu, who mass created them using proxies or a VPN. According to the standard terms, I am not the original owner. It's also important to note that, since they were created on proxy IPs, they may be very difficult to recover or unlock in circumstances where recovery is necessary.
I completed Tutorial Island on my PC using a residential proxy from my usual ISP in a location close to me. Then, I had a worker complete all the quests and skills on this IP. Afterwards, I spent about 50 hours on the accounts in-game on my PC, again using the same IP, in an attempt to increase the likelihood of a successful recovery, should it ever be necessary. Still, it may not be possible.
Terms:
1) I am not responsible for any bans or mutes that occur after the transaction.
2) I did not create the account login. I purchased new accounts from @Pikachu, who mass-created them on proxy IPs. According to the usual terms, I am therefore not the original owner.
3) The accounts were fully quested and hand-trained by a worker.
4) One-month insurance policy: I am obligated to issue a refund if I fail to unlock or recover the account for you within one month.
If the account is permanently banned, however, I am no longer obligated to unlock or recover the account or issue a refund.
I don't provide any recovery information, but I promise to try to recover the account for you, even outside the insured period of one month, if necessary and if I am active on Sythe/Discord. If a recovery attempt outside the one-month period fails, I will not be held liable.
