He called me again, in the end just said a full out 'No. It's not my problem anymore, it belongs to you now'. He is 100% on not paying me back.
My dad came in after that (I think he was listening outside). And suggested this:
"Don't talk to him anymore tonight, just say 'I've taken some advice on the events of today and I won't be talking to you anymore today, I will see you in College tomorrow' then don't say anything more to him. Tomorrow, go in a few minutes late so you know when everyone will be in there, go in with the headset in your bag and walk up to him and put it down on the table and say "I paid you £30 for this yesterday, it doesn't work. I would like my money back" and see what happens. I'll be honest, a lot of people have to learn from stuff like this the hard way, and I had to learn like this with around a few hundred pounds when I was younger. And even if you don't get it back, the class will know what he's done and you will have learnt a lesson in life all for £30, for some people it's a lot more. If we were talking £300 here, we would be up his house tonight. Even if you don't get it back, at know you tried and that you learned a lesson."
I should add on, when he apparently did say he had told me "no refunds" I was walking away from him and wasn't focused on what he was saying at all. It seems he said it at that point intentionally so he knew I wouldn't hear it but he knew he had said it.
^ Sounds like your best option.
