    There's a good start for you. Monetarily, the death penalty is expensive. Morally and ethically, it's up to you to prove that the cost of the death penalty is outweighed by the detourrant it gives. Try looking at major crime rates in America since the death penalty was re-established (1972 I believe). It should be lower than prior.

    You can also argue tradition. Capital punishment has been around longer than Jesus, and is by far the most efficient method of dealing with major crimes (comparatively in history, that is). Check JSTOR for articles related to the death penalty and the culture behind it, that should give you a good premise.

    Arguing fiscal, moral, or ethical is really a blurred and incorrect way of going about a paper like this. Argue tradition, national trends and effectiveness instead.
