If memory serves me correctly he didn't actually refund the guy he scammed he just basically blackmailed him into saying he was refunded so he could get pardoned, saying if he didn't get unbanned the guy wouldn't get refunded. That was the reason his original / first few pardons were denied and when he pardoned again and it got accepted I noticed that it had been left out and mentioned it to someone and he was banned a short time later, I assume that was the reason or perhaps they found out something else. I know he also scammed someone offsite before scamming here but staff gave him the "benefit of the doubt" before he scammed here like a week later, so maybe they finally held him accountable for that scam as well. The guy is/was a total scumbag and hopefully he stays banned
