What are staff going to do? Not ban a scammer because someone wont publicly list the evidence?

I mean honestly there's a giant gaping hole right in the middle of trying to stop them, they should of at least added "but staff may handle them at that staffs discretion".

If someone posts a private report of a user currently scamquitting you really think their going to refuse to handle it? If they do then the scams are on their heads as far as I'm concerned lol.
