What do you mean by the market will pay for it no one will pay for these things because people will wait for someone else to do it and creates the free rider problem. This is like very basic economics. Some sort of tax is needed so everyone pays their fair share for something everyone uses. One can argue there should be lower tax but I don't think anyone says there should be no tax.
