That says it all. This is legal, real and useful for becoming a P-mod.
I have been one myself and here are some guidelines to become one fairly easily:

1. BE ACTIVE ON THE RUNESCAPE FORUMS! Post some guides, sell some things etc. It dramatically increases your chances of becoming a P-mod.
2. Get recommended, several times, and preferably by someone who has been a P-mod for a while.
3. Report ALL abuse you see. Even if it's innocent, small, or by a noob. REPORT REPORT REPORT!

If you put a little work into it, you really WILL be a mod in notime.
