Pim realeased them gradually through various events... Theres not even a set ingame I dont think because people got banned etc. They are discontinued.

Partyhats have been added to a random item from the mystery boxes. They are extremely rare tho so the price is still high, but I would keep that 330m in consideration as they might slowly begin to drop. Just a heads up
