First off, I accepted the payment, and was going to give the 20 pins.
Then, however, I checked his email-address on Google, to verify that he is not a scammer (to be safe from PayPal disputes from him, since it was a large amount - $120).

His paypal email, [email protected] linked me to his Sythe profile, Germaholic, who is indeed a scammer and is banned for doing so.

This is over a month ago. Nobody would post someone else's PayPal email in their post, so I am sure that is he that poster.

Because of this link to a scammer's account, I thought it best that I not give him the twenty PINs, but rather refund the payment, because of the risk that he would dispute the payment.

Before this trade, I was not limited, meaning I could refund.

In the above link and screenshot, you can see the bottom part of the blue words "Upgrade" and "Get Verified", but not "Your account access is limited."
The "Your account access is limited". pops up when I receive his payment. PayPal possible limited my account because it is a sizable amount (I have never received even over $50 before.

I even showed him on teamviewer, and he attempted to refund it himself, but it would not allow me to since I am now limited.
I told him to allow me to make a bank account, and hook it up with my PayPal, and I will refund him when that happens. He doesn't accept that as an option.

Lastly, he already has disputed the charge. He claimed to not know how, when I was talking to him, and I am sure he would have disputed it after I gave him the twenty PINs.
There is no way for me to speed up the dispute process in his favor.
