Precautionary DNT for R0xie

Reason for report: I originally had no issue with this guy. He did a lot of good work for me until today. I had paid him around $20-25 in BTC and he always completed the work until today. I asked him today if he could make 11 user bars for me in return for $33 and I'd pay fees. I sent him the money and he went AFK and then he disappeared on Skype. He has not been active since Thursday on Sythe.

I would like this DNT to be in place in case he is trying to scamquit other users as well. He just logged straight out of Skype after getting his payment.
