Does someone still count as the OG account owner when he creates the account through his IP address and then let's someone build his account for sale purpose?

Yes, but as someone who does this myself, here's a few tips I use these days:
- Pay for the first month of membership with your CC, yes this will cost a bit more, but it will solidify the ownership AND give you an extra recovery detail
- Complete tutorial island yourself and login to the account frequently during the early days, even rest it before giving it to someone to level

adding CC membership early in accounts creation is one of the best things you can do to ensure the well being of your account.

it gives you extra recovery information, the fact that its a cc makes it hold more weigh over other member info such as bonds and twitch, card codes etc.

it adds extra creation info from credit card billing info as well

it may help prevent rwt / botting bans somewhat as generally jagex favors those with actual paying membership and know most bot / rwt accounts use bonds and codes exclusively. if anything, it’ll be less of a reason to target or flag you if there’s suspicion.

ive also noticed that accounts ive had with cc membership get shown a lot more leniency when it comes to bans and mutes as well, they are far more generous (multiple mutes will be for less time and much more chance of getting 2 day or 2 week botting ban vs perm).

also definitely play for a while before doing services, i recommend doing all the f2p quests or some easy member quests and getting a few easy levels before sending it over to services, avoid it from getting flagged as well (fresh made and bonded account changes IP shortly after creation and then proceeds to get high hunter / agility, etc whatever skill or straight to nmz combat is a pretty big red flag for jagex)

im making a new med level and waiting about a month, then doing this myself.

also recommend getting all your services done early on the account lifespan / progression so you don’t risk more later to get something you want

 

if you createad the account, it is yours. anyone that plays or makes gains doesnt make them the origional owner. however, me personally, someone loyal to you should be treated from time to time to show appreciate for them.
