New to RuneScape again

Hi I'm new to RuneScape, again. Lol. Not entirely new but I haven't played since February of 2009. I'm currently deployed overseas and am on a government computer. So I can't play Runescape or go on any wikis or game sites like I'd normally do. I was wondering if anyone could give me the stats of a Hand Cannon that I've heard of and and answer some more questions? Thanks.

Doesn't suck at all, it's a perfect K0 weapon and can hit high 40s.

So with my 80 range, I'm able to hit up to 90 total with the special attack? Good God, that's crazy. I could go PKing with nothing but a Hand Cannon, maybe a range potion, and some ammunition and rake in money. I think.
Also, I've heard that we're able to paint our Dark Bows? What colors can we paint them?

Only beneficial to welfare on under 95 combat, above that pretty much everyone prays, so not worth it above 95.

Basically to welfare pk, you buy cheap armour AKA black dragon hide and MSB.

What colors can we paint Dark Bows? And are those the only items to paint?

In a Guaranteed Content poll created by Jagex on 16 February 2010, the Dark bow was nominated for a recolouring[1], similar to how the abyssal whip was recoloured (allowing the player to decide between four colours). The poll ended on 22 February 2010, with the dark bow winning with 24% of the votes.[2] The coloured versions of the bow are obtainable as a reward from the Barbarian Assault activity. The colouring will make the bow untradeable; however, to remove the colouring, simply use a cleaning cloth and the bow will return to normal. After Jagex said a new item was to be coloured, people suspected this would be the item. As a result, the Dark bow rose in price from 1.1m to 1.9m within a few weeks. The Dark bow may further increase in price just as the Abyssal whip did. However, it is expected that the price will fall soon after.

On 29 March 2010, Commander Connad was updated so he would recolour Dark Bows because it was the Guaranteed Content poll winner. The dark bow has the same colour options as the whip- Green, yellow, white, blue.
