Country? Usd or CAD? What site would you want to use?
Whats the use for it? Gaming or excel has quite different needs.
    Etc etc

Usd and I will use pcpartpicker or just buy everything on amazon or a local electronics store (frys) to price match. Games will be mostly Rs/League of legends, maybe other games in the future but for now those two.

Are you capable of building it or are you looking for a prebuilt? I can’t imagine you don’t have any clue about what parts you need if you’re looking to build it yourself.

I got university friends who can build it for me, I’m just looking for the best build with my budget.

With that low a budget you’re going to be looking at either a Ryzen build, or an i3-8100 build. I have 0 experience with the AMD side of things so I’m not going to help you there. I’d go to pcpartpicker or whatever and get this basic list of components going:
I3-8100 (fine quad core cpu with plenty working room for some games)
Any compatible motherboard that’s listed. Probably going to be a B360M mobo
Any 400W 80+ Gold or better certified PSU, don’t bother with anything higher, your system is going to use like 200W under load.
A GTX 1050 or 1050ti, whichever fits your budget. Don’t get one of the ‘mini’ ones, those run way too hot.
Pick a cheap case that’s not too ugly, preferably one with one or 2 casefans and some room to hide the cables. Watch the type of mobo you got. ATX mobo- ATX case, uATX mobo- uATX case etc.
Pick any brand of SSD that’s at least 120gb. Any less and you’ll fill it up with the OS alone, more if you got the budget for it.
If you need more space, get a hdd for on the side.
Pick your OS. Windows is expensive at the normal shops, cheaper at the gray market type shops.
