Name transfer banned account possible?

[Keith ape]

So i had this main account on osrs which was banned ( august 5th 2017 ). It still has a epic osrs name i would like to have on my hcim. Is this possible?

(Reason for ban: botted 90-99 runecrafting which i truly regret doing)

[RuniqueBoutique]

Appeal the ban otherwise it's lost I'm afraid
