The idea itself is not creative at all or requires thought.

You are basically asking people to buy out an item with you, I commonly do this on runescape myself.

Just giving you the heads up; to buy out an item and keep it bought out you need around 400-600m.

Perhaps he is trying to make an item currency.
He may be trying to get to have all the feathers in runescape, until the price goes so high / there is such a limit of them, they will from then on be used as currency as they are on such high demand.
