Let normal users vote on Moderator applications prior to staff voting

we think it makes sense for current staff members to have input on who their upcoming teammates will be, which makes perfect sense to me.

i think the "let community vote" aspect originally suggested herein will die, but seemed like the most relevant place to post the update
