It is one of the most retarded things done in the human history. Unless you are an adult who has some deformity, you should never do it. Unless you want the skin to dry out, feel uncomfortable when it is touching your clothes and for other problems to happen. It is there for a reason. If you have no issues, the skin is supposed to retract when needed and then it looks almost the same (even better since it doesn't look like some weird mushroom in two different colours). It makes zero sense to do it for babies who have to endure extreme stress. Same goes for vaccinations and other nonsense.
