The collective's subscription to certain, stable ideas that were reasoned by humans create a stable environment. It is humans' natural tendency to form government, regardless of whether they are stable or instable without government.
Regardless, it is not necessary to argue in hypotheticals around this topic. We know humans naturally must make certain sacrifices to get along with other humans; we all make these sacrifices every day. I think one of the necessary sacrifices for stability is to have common law that governs the society. I then think this common law must have a powerful enforcer or it will not be followed.

I just do not see how a stable society can exist without rules and enforcers of rules, especially if we continue in a currency based, free market system, as Richard and I assume you suggest.

The billionaires are being "stolen" from much more than the poor are in this equation (in first world governments).

Well, not particularly. The problem would be that people would be out for themselves and there would be chaos. No guaranteed safety. There's a bunch of crazy people that would go unchecked, not to mention the government keeps everything we take for granted today in order (utilities, garbage pickup, road maintenance). It's important because if the road is damaged, you sure as hell won't see Johnny-smokes-pot out there with a shovel and some asphalt. people are too lazy and would let the world turn to shit.

The government is necessary to a certain degree, we need an organization that can control a country wide military, as well as state/local law enforcement and maintenance of infrastructure.

Government is basically a level of system that controls a region, and the fact that a system is needed for humans to do anything efficiently at our current state is giving the answer yes for me.

The problem is that right now community > individual, so the human race right now is very unstable at our current state.
many if not all humans are unstable individually, and in some government a seemed stable human or group ruler creates stability as much as possible.

I think if their were no government people would be careless and not think twice before doing something and thinking of the consequences, it would be chaos but then again our goverments aren't the best but still without them i cant imagine a country functioning

your question is far too vague to answer logically. obviously it's not necessary but the world would be entirely different without it.

Yeah, because a total elimination of public property would definitely prove a greater evil than a minimalist government. And police and other public services are definitely not something that can be frowned upon, but that's more secondary. I confronted myself with these same questions and secretly despise the government, especially the whole contract before birth thing, but after reading Rawls and also after doing a lot of thinking it seems that the negative effects government produces are not tantamount to the utter decimation of the poorer (which would also no longer involve currency) and therefore weaker populations that would ensue if government was to be removed.
