How To File Paypal Claim...?

Well I was going to buy a mw2 or GTA IV key..on here no one was selling a few hours ago so I decided to buy empire: total war key from G2play.net heard it was legit and that people bought from them before...but they are complete idiots...I sent an email about my key and they respond that with order code...i provide it...then they ask me to email a copy of my photo id for fraud purposes...it never said anywhere that i needed a freaking photo id and im unable to scan one no scanner..so wtf is up with that...i told them to refund me but they aren't responding then i said i would reclaim and file a dispute...how do i do that? sick of these cornbags...heres some of there writing..
