Gold247 Twc dispute

I have not been active alot anymore, since I barely play Rs anymore. But this is a recent vouch:

Reasoning/explanation for sketchy behaviour leading to TWC:
I sold this guy a stake account for 200$, gave him all information... and two days later he contacts me and says I recovered his account. And shows a picture of an email adress which starts with the first letter of my name. This is all set up. I dont even own an email starting that way.
I didn't, I have no reasons to do it either, it makes no sense.

Then he asks me to recover the account and he asks me to refund him 230$ (cause he says there is 30m+ gear on the account)

I recovered the account to see what's going on, and refunded him 250$ immidiately.
Later on I check the account, only 8m in gear on it.
I have no idea what happened but I have refunded him even more then what was right.

Anything else you wish to say:
I am innocent, but if you don't believe me? what is the main reason for giving this twc?
And what can I do to proof that I did nothing wrong

TL;DR: User reached out to Gold247 saying he recovered the account. There was still gold on the account, claims the User. Gold claims he didn't. It seems Gold247 had to refund quite a sum of money even though he still claims he's innocent and User set him up. I have looked up this user's skype username (live:matdabaws) in the search index and found this. To ensure this skype account belongs to this scammer I have also resolved his skype and found these users attached to his IP:

Perhaps @video can confirm this was indeed the guy who reported @Gold247, but if he did, Gold247 has unrightfully refunded this user.
