FrostyUK scammed me (ADMINS GET IN HERE)

He agreed to sell me 22m in 07 gold, and as soon as I transferred him the money he told me to meet him in a specific place but never showed up, and didn't reply to PM's for 4 hours. I blew up on him over PM because I was pissed as hell, as it appeared that he had just scammed me, and he eventually messages me back saying it was because of a "power cut" that he didn't meet me, and proceeded to block me. So he is either a scammer, or he is refusing to hold up his end of the deal because I insulted him twice over PM because he appeared to have scammed me, which is not fair. $40 is no little amount, and he needs to pay up. I hope a mod sees this and takes action.
