Do apologies work as appeals?

Yes, I've already been able to appeal twice against this, the first one was I didn't do it, the second was an apology, and the third is I'm not sure yet and it's my last chance one.

Also, I broke rule 11, which is you can't say a website name in the game, and I didn't have any black marks before they, I got automatically 9 black marks from just that which made a permanent mute.

 

When i apologized for my offense, they said they encouraged it, but still banned me.
