Dispute a ban for registering?

I went to register a new account, as I've been informed that it's fine to register two accounts, as long as your not vading.
But alas, I was confronted by a message telling me "Unfortunately, we have detected that the following username(s) have already been registered from your IP address. If you believe this is in error, or you are trying to legitimately change your account, please open a dispute and a sythe.org staff member will assist you."
I need assistance registering a second account, can someone help me out?
