Registering m

Hello. I have long time been tring to make an account to sythe, but evey time I try to create and account it says the following:

I have no idea who this "botkid115" is. It's strange that i've tried registering using 3 different internets, but everytime it says that someone has registered from this ip address? Why does it do that?
