Curious about pardons

If someone is going to pay back money for the scams they've committed that should be enough to get them unbanned. The whole point of it is to refund the people who were originally scammed, why would you keep the victims at a loss just because you don't want to let someone back into the community. It shows they've changed character and are willing to put forth an effort to do better. If they are planning to scam again nothings stopping them from making another account and doing the same exact thing. I believe a lot of people would just create a new account if they weren't guaranteed to be unbanned after they re-paid everyone they scammed, leaving the victims at a loss. The only counter-argument would be to say they are going to scam again for a larger amount, but the amounts people scam on here are so minimal nobody will refund people money just to try and make an extra $20 to $100.
