Changes and clarifications to the account market

Previously, the position in account sales was that the seller is liable forever for any accounts they sell. Due to the increasing instability of Jagex's recovery system and their inexact means of identifying an account's owner, we've decided this policy is unnecessarily onerous (please look this word up if you don't know it's meaning, it's a good one). To correct for this, for any accounts that were sold prior to June 19th, 2017 (2 years ago today), we are releasing their seller's recovery responsibility (sellers/OO's are still not allowed to recover their own accounts). Far less than 1% of accounts sold make it 2 years without a recovery so this is a small change that affects largely trusted sellers.

As with other markets on the site, we encourage users to mutually agree to a TOS. We don't like to mandate requirements for a TOS but accounts are somewhat of a special market so we are requiring the following:

Anyone who wishes to sell an account must maintain "recovery responsibility" (they must refund their buyer if the account is recovered or becomes locked and they are unable to unlock it) for at least a month after the sale.

No one can sell an account and claim 0 responsibility for recoveries! 1 month is the minimum liability they must agree to.

This is to discourage users selling/flipping unsafe accounts and simply accepting no responsibility if something goes wrong.

IF YOU ARE AN ACCOUNT SELLER AND YOU DO NOT SPECIFICALLY MENTION YOUR RECOVERY RESPONSIBILITY IN YOUR TOS, BY DEFAULT YOU HAVE RECOVERY RESPONSIBILITY FOREVER!

An additional clarification regarding wealth on accounts, previously we said a seller is liable if proof of wealth lost is provided. However it is effectively impossible to prove the wealth on an account at the time of its recovery and having the policy worded this way while rejecting reports due to the proof being insufficient only creates frustration and disappointment. We are revising this to simply say "account sellers are not responsible for wealth on an account".

These changes and a spelling out of a seller's responsibility (refund or return of account in the event of a recovery, not responsible for wealth or additional value added to the account) have been edited into the account section stickies.

To clarify though, if the seller does indeed recover an account he/she sold prior to the stated date in the OP, and it's proven so, are they liable? Or does this rule amendment result in no-liability whatsoever?

I generally agree with your 'trusted' sellers statement, but citing Lucster as an example, potentially removing all liability may be risky?

No no I get that. I mean, what if I had sold 50 accs in 2016, and now decided to recover them all. Am i liable?

Maybe clairfy that part in the OP. I interpreted it as that any sellers who sold accounts before june 2017 have full impunity now.
