Likely you’ve received many small transactions to make up that balance. Currently due to the amount of unconfirmed you need approx 10$ fees to have it confirmed in a reaosnable time. So say you have 20x transactions to make up that 1k payment 20x 10$ fee etc

Bitcoin was being mined at 25 minutes per block because another coin became vastly more profitable to mine. The higher fee increased the profitability to mine Bitcoin in the short term so blocks still confirm until mining profitability matches the competing chain. Also, blockchain.info doesn't have segwit, so you will be paying about the double fee than you otherwise would if you used a segwit address on a platform that supports it.

Is there a statement on when they'll be implementing segwit addresses?

I don't believe so. Their CEO @OneMorePeter on twitter was one of the main backers of the 2x fork, so he probably won't be in a rush to upgrade his platform until competing sites who offer segwit addresses start stealing some of his market share.

Found something on his twitter Peter Smith on Twitter
Hoping they implement it rather sooner than later. These fees are horrendous.
