Ive sent 2 disputs but please use this one.

My sythe is RS1992

So today i found out i got banned.. My other account got banned like 1 year ago which is called maddog, about 1 month ago i was searching on sythe and i could just make another account without any problems. i thought this was because my other account got banned for more then 6 months? im not sure. I was trying to build a legit renting service, i bought a maxed acc for 350m 07, and i also donated 100m 07.. Yesterday someone trusted me with 1,5b and i didnt scam because i just wanted to be legit and build a good service. Can someone explain me why it let me make a second sythe account? if i knew this i would never made this account..
