I've never been scammed online, I follow a simple law whence dealing with parties that do not have reputable backgrounds such as Amazon.com etc, the law exists in real life, too! It goes like this: You get your goods and then you pay. I can't see future events though, but if somebody was to scam me I would not bother wasting my time getting them banned on an online forum so jokes on you.

In this case, it didn't matter whether it was Nigeria, Brazil or any other country. They've never heard of this type of scam

There are so many of them in their respective countries that their parents push them to be the absolute best just so that they can have a chance of standing out. I think that's where the generalization comes from
