I don't believe you are allowed to buy/sell mod recommendations anymore.

Not that it's not allowed but it's not possible.

Moderators have forums for actually recommending people. It's probably how they get most of their mods. (I know an ex-forum mod and several ex-player mods, all of which I met while they were moderators.)

 

There's is no such forums anymore. That's why you don't see anyone in the blackmarket selling/buying these.

In the Player Moderator Center FAQs, it says that existing PMods can recommendation new PMods by using the "submit a query" section. Not sure if it has changed... but I knew that by a screenshot made on 2008 late Summer.
