@Sinister, not receiving a response can upset someone, but while negotiation may be a common practice in certain cultures, it might be seen as disrespectful or a waste of time in others.
It seems that you may have approached the seller to inquire about the possibility of negotiation rather than to buy.
In this case, it's unclear whether the accused was ready to trade, and it's not clear whether an inquiry about negotiation could be considered buying an account or whether a seller is required to reply (promptly) to such tickets, and given the nature of the reported (alleged) offense - low risk - It is redundant to philosophize about it.

As a note, in the future a post report for minor offenses such as Bogus Bumping will suffice.
