Bus obviously doesn't give a crap if he's renting out his site to some1 who looks like a vader and most likely will be.

Bus is banned, he still has ownership of that site and that site apparently has reputation, because of himself. Allowing rental and continuous use of that site on sythe is pretty much going against bus' ban.
