Should Sythe Incorporate the Death Penalty?

We're seeing users misbehave far too often on Sythe. It's clear that the punishments they're getting are not discouraging them from breaking the rules. Would you support Sythe adopting the death penalty for users who constantly break the rules? If so, what type of rule violations would qualify?
