Can not create account

Hey. I made a dispute but can't seem to find it and it didn't help because I did not receive any answers. So I created a new one.

Whenever I try to create an account this shows up:

"Unfortunately your IP address already appears in our database. Either you or someone else using this IP address has previously registered on Sythe.org. You are only entitled to a single Sythe account, and if you are banned you must instead appeal your ban or request a pardon. If you believe this to be in error please open a dispute here."
