Bank Bidders: bet to get banned people their bank

On Runefest in the "RuneScape's Rest of the Year" announcements they announced 'Bank Bidders'. Bank bidders will be a future update (schedulded to release in November 2016), in which players can buy a ticket worth 100k gp to bet on banned accounts their bank in a chance to get that great loot.

How will it work? JMods on Reddit have said that people will be able to buy tickets for somewhere around 100k gp. After you have bought the ticket you can decide on which account you want to bet, the account you think has the highest bankvalue. All other players will be able to do the same and at the end of the week the betting will be closed and Jagex will choose the winner randomly (like a lottery). The winner of that lottery will be given access to the banned account's 25 most valuable items including any discontinued items. This would happen once every few months as a special Runescape 3 event.

Are those selected banned accounts or can you bet on any account? The last option would be OP if let's say you have a mule which got banned you vote on it with a different account.

 

To quote Jagex: "NOTE - It is worth mentioning that I imagined all of the items to be legitimately gained, so I had not imagined that we would use goldfarmer or macro accounts. These would be players banned who were once legitimate".
Whatever that means lol, macroers could have been legit once as well.

 

Not a big fan off this tbh, but if it only happens once every so often i guess thats fine. Dont want it to become a thing where people are accessing banned accounts banks everyday.

People got scared and dumped etc, but I'm not sure what happened after.

This is somewhat more like a raffle? rather than a bid.

I'm actually surprised that they're doing this, but I doubt the hype will live up to it.
