Why you think they are ban evading (just an IP audit match is NOT ENOUGH!:

So the user added me on skype to purchase Ikov. He tells me that he isn't registered on sythe, so I ask him to register on sythe so that we could sythe PM confirm each other, and so that he could leave me a vouch after the trade was over.

After the user pmed me, I googled his skype and found out that it was linked to the multiple sythe users banned with that same skype name.
