As stated on the title,rouge outfit with acc would be a plus but not needed. Will be using paypal as payment and trading my 40 def pure with some other 40's stats for some value.

Yes, it will cost a little more but if you get a legit service provider you're set.
Don't go for the people that are new and have high donations with short join dates,
You'd stand a better chance there though
