[WTB] low 4 digit steam account

Title says it all. I'm looking to buy a 4 digit registered on September 12th 2003 (no special number or anything) from reputable buyers or from people I trust.

But, I also seek with the 4 digit requirements:

No VAC bans
HL1 (CS:GO is a plus. HL1 and CS:GO are the only games I'll pay for ; extra will not matter)
Original E-Mail (Which I will get access to. Proof of Purchase is a plus)
Preferably the 4 digit to be registered on September 12th 2003.
Looking for not used account.
