    It depends how old they are, it depends on what else they do, how well they're developing in general, and also what they're actually doing on the computer.

    When they're younger you can problem exercise more control over them, and get them into multiple extracurricular activities to see what they're interested in. As they get older, they ought to be able to choose what they want to do, and if they truly aren't interested in anything other than online activities, then so long as everything else is fine, it shouldn't be the biggest concern.

    I believe that there are huge benefits to playing RuneScape and participating in the online forums so I wouldn't prevent them from participating in either one.

    As long as they know how to balance between playing runescape and enjoying their social life outside the house then i would allow them because runescape has taught me a lot of stuff about life and i am sure it would also benefit them in their lives!

    As long as they're not getting depressed from it, or addicted to it, because those end in bad things, if they were making money from a game, sure why not, if they decided they wanted to go work for jagex, why not, I learnt better grammar from online forums, so I wont disallow it, as long as their priorities are family and education, and this was a extracurricular activity I wouldn't mind, if they became creative and wanted to be involved in designing, why not, if they felt they could help others, why not, if they weren't getting bullied/if they arent scamming, or doing anything bad, I'd step in, I'd keep tabs on what their doing, just ensure theres a balance.
