I don't get the picture actually. This is illegal and Microsoft will attempt to close this website if it got out they allowed this. If not, Microsoft will attempt to contact Klashyy. It claims on their TOU they can get some serious legal action about something like this.

Selling stolen hacked Steam accounts is one thing but selling illegal keys that will more than likely get blocked after it's discovered is one WHOLE other thing.
