Why was 03699 Banned?

1. No this is not his appeal, he simply wants to know why he's banned perm IP banned.

Here's his story, I have this screenshoted, but will just post logs-

He didn't scam me, and trained by account for me for free. He told me his only other person he trained today(the day he was banned )was "Runescapemasta" Who appears to not have been scammed, since he left a vouch.

vouch for 03699 for doing tutorial for me

I checked the recent Anti-Scam forums and archives, and didn't find a single thread regarding him. So why is he banned? Thanks

Scamming. Fucked some guy over, the guy gave me a pic of his account even with the last IP logged on and it matched to him. He later said that it was his IRL friend luzdog who did it, but he has no proof, and his IP his responsibility.
