Why isn't this guy banned?

Heres about 11 scam reports from this guys; Still not banned. Care to explain why?

Each have between 1-2 people saying this guy has scammed them and about eight of them have pictures.

So; Why isn't he? By the way, he tried to scam me as well.
I have no pics to prove it so I'm not gonna waste my time.

However, he asked me to go first on a 50/50 on an account he had already promised to another user an hour before. Sad thing is, even if I'm a new user, I'm not gonna fall for that kind of stuff.

 

Some didn't have enough proof, others hadn't been read yet. He's banned now, so locked.
